Shropshire Local Plan Examination: Further Consultation Focusing on Additional Material Prepared in Response to the Planning Inspectors Interim Findings

On the 3rd September 2021, the draft Shropshire Local Plan was submitted for examination. Stage 1 Hearings were held in July 2022 and January 2023.

Subsequently, on 15th February 2023, the examining Inspectors issued their Interim Findings (reference number ID28) and supplemented this with further correspondence related to their Interim Findings on the 4th October 2023 (reference number ID36) and 16th January 2024 (reference number ID37).

In responding to the Interim Findings and subsequent correspondence, the Council has prepared additional documentation relating to a range of issues.

To inform the ongoing examination, the examining Inspectors have requested that Shropshire Council undertake a public consultation on the following documents:

a.  GC25: The newly proposed draft policy on Housing Provision for Older People and those with Disabilities and Special Needs and its explanation.

b.  Updated Additional Sustainability Appraisal of the Draft Shropshire Local Plan Report.

c.  Updated Housing and Employment Topic Paper.

d.  Updated Green Belt Topic Paper.

Shropshire Council is therefore undertaking a public consultation focused on these four documents.

The purpose of this consultation is to seek views from all parties on these four documents. It is important to note this consultation is not inviting comments on other aspects of the draft Shropshire Local Plan.

This consultation will run from 25th April 2024 until 11th June 2024. Any response must be submitted and received by Shropshire Council by 5pm on Tuesday 11th June 2024.

When responding to this consultation please clearly identify:

•      Your name and contact details.

•      Which of the four documents your comments address.

•      The relevant paragraph(s) of each document you address.

•      Whether you consider there are issues of soundness or legal compliance.

•      Your comments.

•      Whether you consider it necessary to attend a hearing session(s) to discuss your comments.

The Council has prepared a two-part Consultation Response Form and Supporting Guidance to assist those responding to the consultation. These documents are available on the Council’s ‘Get Involved’ webpage via the link provided above.

If submitting your own response, please enter your last name in the subject field of the email. If submitting a response on behalf of a client, please enter their last name in the subject field of the email.

The Council’s preference is for responses to be emailed. However, comments can also be submitted by post to: Planning Policy, Shropshire Council, PO BOX 4826, Shrewsbury, SY1 9LJ.

Following the conclusion of this consultation, responses received will be published on the Council’s website and shared with the examining Inspectors. Shropshire Council will give due consideration to the responses received.

The Council anticipates that further information on the Stage 2 Hearings will be made available on the Council website in due course following the completion of this consultation.

Safety Survey
 

West Mercia Police, Shropshire Council, Shrewsbury BID and Shrewsbury Town Council have collaborated on a campaign to make the streets of Shropshire safer for women and girls.

Autumn 2022 saw the introduction of Town Rangers, Taxi marshals and Quarry security, and the enhancement of the Street Pastor provision to include a new ‘Safe Place’ within the town centre. We have installed new and improved lighting along the river footpaths, and Shropshire Youth Service have been doing targeted outreach work. West Mercia Police, together with Shropshire council, have worked together to create a ‘Safe Night out’ social media campaign aimed at challenging the behaviour and attitudes of men. Funded as part of the Government’s Safer Streets 4 initiative, the campaign specifically targets younger people, including students, highlighting verbal abuse, drunken behaviour, and assault.

 

 

Work is ongoing, with a focus on sustainability and we are committed in our efforts to keep women and girls safe. We ran a survey in 2022 which helped us understand the feelings of women and girls who work, live, and socialise in Shrewsbury Town Centre and as we near the end of the Safer Streets delivery period we are keen to capture again your thoughts and feelings and thank you for your time to complete this short survey - survey link. Support service helping to keep people well this winter 2023/24

 

Shropshire Councils winter support service is running until the 31st March 2024. During the coming months the service will assist residents (18+) who may need a little additional support to maintain their independence and remain well at home or following a hospital discharge.

The aim is to support people to avoid a health and care crisis over the winter period.

Shropshire’s Winter Support Service will be run by Shropshire Council, in partnership with British Red Cross, Shropshire Mental Health Support, Age UK Shropshire, Telford and Wrekin, Qube (in Oswestry), Mayfair Community Centre (in Church Stretton), Royal Voluntary Service and, new to the partnership this year, we are delighted to welcome Hands Together Ludlow.

Roads Focus to drive change in Shropshire and Telford & Wrekin

 

Having driven change in Herefordshire and Worcestershire, Police and Crime Commissioner John Campion’s Roads Focus events will be travelling across Shropshire and Telford & Wrekin.

Working in partnership with West Mercia Police, which includes the local policing team, local councils and council highways teams, Roads Focus will see drop-in sessions take place across the county throughout February and March.

 

Giving the public an opportunity to voice their road safety concerns to the PCC and partners, as well as learn what is already taking place to tackle key issues, drop-in sessions will take place between 6pm and 8pm:

 

Wednesday 7 February – Craven Arms Community Leisure centre, Shropshire, SY7 9PS

 

Wednesday 14 February – Ford Village Hall, Shrewsbury SY5 9LU

 

Wednesday 6 March – Brookside Central Community Centre, Telford, TF3 1LP

 

The campaign will also see free driver awareness sessions, ran by TTC, to give the public the opportunity to improve their knowledge of the Highway Code and overall driver behaviour.

Police and Crime Commissioner John Campion said: “I hear regularly from residents across West Mercia about road safety concerns. Building on the successful relaunch of the campaign across Herefordshire and Worcestershire, I have identified key areas to visit following correspondence where the public can have their say.

 

“At the heart of my Safer West Mercia Plan is a commitment to make roads safer in West Mercia as it’s a sad fact that too many people are killed or seriously injured on our roads.

 

“Each roadshow event will bring together key partners and West Mercia Police to ensure residents have a platform to have their voice heard and play a key part in making change in the community.”

 

Superintendent Steph Brighton from West Mercia Police said: “Protecting people from harm remains a key priority for us, and our ongoing work to achieve safer roads is a 24/7 commitment.

 

“Engaging with our communities and working alongside our partners to address local road safety concerns is an important part of this work. Our operational Road Safety Team will be supporting Roads Focus events and they look forward to meeting members of the public to talk about issues that are affecting their local area.”
